A development proposal has been conditionally approved for a change of use from retail to gymnasium with less than 50% transparency along Wyandotte Street, a parking lot with existing buffers less than 5 feet wide, and 24-hour operation daily on a Commercial Corner Development parcel, located at 7241 N. Sepulveda Blvd Van Nuys CA 91405 – also known as Lot A, Tract P M 2048 & APN 2222-027-017.
Designed by Daniel K. Mullin, Architect, the proposed gym will go into an existing retail space which, until recently, was patronized frequently by the local valley communities. There is no additional floor area proposed, nor is there any proposed change in the parking layout. Further, the membership-based gym is open to all patrons both locally and city-wide. Approval of this project will not create or add a detrimental concentration of Commercial Corner Developments to the vicinity in which this property is located.
Currently, the subject site provides a retail store. 7241 N. Sepulveda Boulevard is an irregular-shaped parcel located at the corner of Sepulveda Boulevard and Wyandotte Street. The subject property is divided into two zones: the Commercial Zone is set back from Sepulveda Boulevard with frontage on Wyandotte Street (to the North) and the Parking Zone surrounds the existing building on three sides (South, East, and West). The subject property is currently developed with a vacant building (formerly a retail store) on the (Q)C2-1VL portion and has associated surface parking on the (Q)P-1VL portion.
There are two existing vehicular access points, one from Sepulveda Boulevard and one from Wyandotte Street. The primary pedestrian entrances are from the parking lot. The property is approximately 76,119 sq. ft. in area. In addition to 7241 N. Sepulveda Boulevard, the subject property has three other addresses assigned to it: 7235 N. Sepulveda Boulevard, 7245 N. Sepulveda Boulevard, and 15316 W. Wyandotte Street. The existing structure associated with these addresses was built in 1971. The building is approximately 25,268 sq. ft. in floor area and reached a height of approximately 24 feet. With the change of use, today’s code would require 221 parking spaces.
The existing parking lot provides 93 spaces, including 89 standard parking spaces and 4 disabled access spaces. The project proposes to keep the existing spaces in their current layout – no additional parking is proposed at this time.
The applicant, in their lodgement, states that, “The subject property is currently vacant and does not provide any functions or services that benefit the community, city, or region. The proposed gym will bring a new business for anyone in the local community or citywide to patronize”.
The Project accounts for a total of 25268 square feet floor area on a 76118.8 square feet lot area.
