A development application has been lodged to redevelop the West Los Angeles Civic Centre site and the West Los Angeles Courthouse site with a mixed-use development, located at 11332 W Santa Monica Boulevard, Los Angeles.
The City Property is owned by the City, and the County Property is owned by the Judicial Council of California. Adjacent to the City Property are two additional City-owned properties:
– West Los Angeles Branch Library (the “Library”) located at 11360 West Santa Monica Boulevard (the “Library Parcel”)
– LAPD Vehicle Maintenance Facility (the “LAPD Facility”) located at 1660 South Butler Avenue (the “LAPD Parcel”).
The City Property is currently developed with the West L.A. Civic Center, which includes the municipal building and the Felicia Mahood Multipurpose Senior Center, a bandstand structure, and associated surface parking lots.
Designed by AC Martin Architects and Koning Eizenberg Architecture, the proposal (termed as City Project) seeks redevelopment of the City Property and County Property with a mixed-use development.

- 100 units of affordable senior and supportive housing
- Residential amenities on the ground level
Butler Village
- Located along the northwest and at the center
- Seven (7) stories
- 158 units of affordable and moderate-income family and supportive housing
Courthouse Arts Pavilion
- Located at the eastern side of the County Property
- Positioned at the center of the overall project
- Five (5) stories
- 18 units of market-rate with community arts workshop/retail
- Residential rooftop amenities
Parking for the City Project would be fully subterranean and encompass the majority of the City Property, acting as a transitional circulation space allowing direct access to every building atop

Access to the Parking Garage would be provided from two ingress/egress driveways – one from Butler Avenue and the other from Corinth Avenue.
The applicant states that “The project core is designed as the seed of liveability, with meaningful connectivity that unites the various buildings and uses on the City Property and the County Property, while encouraging neighborhood connections beyond the City Project. New landscaping would extend along the Santa Monica Boulevard frontage to the west and lead to the City Property’s northeast anchor, the Felicia Mahood Senior Community Center, which would further invite passers-by along its edges and into the Civic Plaza”.
“Dedicated and secure green areas would be nestled around the various residential buildings, with many ground-level courtyards visually connected to the core circulation of the City Property, promoting safety and “eyes on the street.” Lastly, exterior lighting would also enhance buildings, entrances, landscapes, and pedestrian paths while increasing security”.
